Common European Framework of Reference for Languages (CEFR)
The Common European Framework of Reference for Languages (CEFR) is an international guideline used to describe language learners’ achievements in learning, teaching, and assessment. It was developed by the Council of Europe between 1989 and 1996 as part of the project “Language Learning for European Citizenship.”
Its main purpose is to provide a common method of learning, teaching, and assessing all European languages. In November 2001, the European Union Council recommended the use of CEFR for validating language ability. Today, the six CEFR levels are widely accepted as the standard for measuring language proficiency.
Common Reference Levels
The CEFR divides learners into three main groups and six levels. Each level explains what learners can do in reading, listening, speaking, and writing.
