Common European Framework of Reference for Languages (CEFR)

The Common European Framework of Reference for Languages (CEFR) is an international guideline used to describe language learners’ achievements in learning, teaching, and assessment. It was developed by the Council of Europe between 1989 and 1996 as part of the project “Language Learning for European Citizenship.”

Its main purpose is to provide a common method of learning, teaching, and assessing all European languages. In November 2001, the European Union Council recommended the use of CEFR for validating language ability. Today, the six CEFR levels are widely accepted as the standard for measuring language proficiency.


Common Reference Levels

The CEFR divides learners into three main groups and six levels. Each level explains what learners can do in reading, listening, speaking, and writing.

A – Basic User A1 Breakthrough / Beginner
  • Can understand and use familiar everyday expressions.
  • Can introduce themselves and others.
  • Can ask and answer simple personal questions.
  • Can interact simply if others speak slowly and clearly.
A2 Waystage / Elementary
  • Can understand common expressions related to immediate needs.
  • Can communicate in simple routine tasks.
  • Can describe background and immediate environment.
  • Can discuss areas of immediate need.
B – Independent User B1 Threshold / Intermediate
  • Can understand main points on familiar topics.
  • Can deal with most travel situations.
  • Can produce simple connected text.
  • Can describe experiences, hopes, and plans.
B2 Vantage / Upper Intermediate
  • Can understand complex texts.
  • Can interact fluently with native speakers.
  • Can produce clear, detailed text.
  • Can explain viewpoints with pros and cons.
C – Proficient User C1 Advanced
  • Can understand demanding longer texts.
  • Can express ideas fluently and spontaneously.
  • Can use language effectively for academic and professional purposes.
  • Can write clear, well-structured detailed text.
C2 Mastery / Proficiency
  • Can understand almost everything heard or read.
  • Can summarize information from different sources.
  • Can express themselves fluently and precisely.
  • Can handle complex situations with ease.
